Health and Safety Plans (HASP)
The most complex Health and Safety Plans (HASP) usually involve hazardous waste projects, or government contracts in high hazard locations. The U.S. Army Corps of Engineers (USACE) and the Department of Interior Bureau of Reclamation are good examples of government entities that require very detailed HASPs. Here at Atlantic Environmental, we have developed HASPs that range from 12 to 320 pages.
Job Hazard Analysis (JHA)
The essential element of any HASP is the Job Hazard Analysis (JHA). The JHA identifies each work activity, the hazards associated with each task, and the protective measures required to protect workers at each stage of work.
There are countless examples of factors that add to the complexity of a HASP: Working from Heights, Hot Work, Permit-Required Confined Space Entry, etc.
Chemical usage that requires monitoring and possibly respiratory protection are among the most common hazards. Chemical use often requires a Certified Industrial Hygienist’s (CIH) input to evaluate potential worker exposure, perform monitoring, and often recommend respiratory protection for workers. This occurs most often when soil contamination or demolition of factories, refineries, chemical plants, and landfills is involved.
Respiratory Protection
Respiratory protection is an intricate aspect of any HASP since regulatory requirements need initial monitoring, a written program, respiratory selection, physical examination, respirator fit testing, training, and record-keeping.
Environmental Protection Plan
Generally, where a HASP is required, there are other hazard control plans in place. It is common to need an Environmental Protection Plan to protect neighbors, the air, water, and ground from hazards created and addressed in the HASP.
Hazardous Waste Plan
An Environmental Protection Plan is closely linked to a Hazardous Waste Plan, which addresses each issue as waste collection, waste classification, storage, transport, and disposal.
Product Stewardship and Sustainability
Finally, the issues of Product Stewardship and Sustainability can be addressed. Issues such as recycling, carbon footprints, alternate products, routes and proximity of supplies are all elements to consider when planning a project or production activity.
