Title V Air Permits and Permits to Install (PTI) are the most essential and critical air quality permits for industrial facilities, including new construction, building expansions, or operations modifications. One of the most complex aspects of the initial permitting process is whether a permit is required to be submitted to the appropriate state agency. We minimize the burden of complying with myriad regulations by determining each client’s specific requirements, completing applications, and negotiating with regulatory agencies to achieve compliance. It is important to note that the determination of whether a permit is required is generally based on the “potential to emit” without consideration of the installation of emission controls. These are EPA and state limits for general particulate, carbon monoxide and carbon dioxide, and specific quantity emissions’ limits for hazardous emissions, such as asbestos, lead, and various volatile organic compounds (VOC’s).
