We assist clients in obtaining air emission permits, including Title V and Permits to Install. We also develop SPCC plans, pollution prevention plans, and annual emissions reports.
Title V Air Permits and Permits to Install (PTI) are the most essential and critical air quality permits for industrial facilities, including new construction, building expansions, or operations modifications. One of the most complex aspects of the initial permitting process is whether a permit is required to be submitted to the appropriate state agency. We minimize the burden of complying with myriad regulations by determining each client’s specific requirements, completing applications, and negotiating with regulatory agencies to achieve compliance. We put our clients’ business goals first and develop permitting strategies that allow them as much operating flexibility as possible. Our professionals are well-versed in engineering control technologies to help reduce and manage air-polluting emissions.
Atlantic Environmental Incorporated has provided air permitting and emissions reporting services to organizations in industries, such as energy generation, wastewater treatment plants, and industrial manufacturing over our entire existence (1978-2018).
We also assist owners of diesel-powered emergency generators in obtaining the required permits to install and operate them, particularly in hospitals, healthcare facilities, laboratories, and data centers.
It is also important to note that few states require stack testing to satisfy the emissions date requirements. Most such information is available through “natural balance” methods or manufacturers’ specifications for equipment such as boilers and generators. The only exceptions are power plants. They generally require stack testing.
We are familiar with most software systems for filing state applications and reports, such as RADIUS and FINGERPRINT. Our experience includes:
- Title V Air Permits
- Title V Operating Permits
- Air Emission Permits including NJ radius applications
- Permits to Install (PTI)
- New Source Review (NSR) Permits
- General Permit to Limit Potential to Emit (GPLPE)
- UST Tank Closure Permits
- NPDES Permits
- Publicly Owned Treatment Works (POTW) General Permits
- Spill Prevention Control & Countermeasure (SPCC) Plans
- Pollution Prevention Plans
- Emergency Response Plans
Reports and Statements
- Form R – Hazardous Chemical Report
- Tier II – Hazardous Waste Reports
- Community Right-to-Know (SARA Title III)
- Annual Emission Statements
- Biennial Hazardous Waste Reports
It is important to note that the determination of whether a permit is required is generally based on the “potential to emit” without consideration of the installation of emission controls. These are EPA and state limits for general particulate, carbon monoxide and carbon dioxide, and specific quantity emissions’ limits for hazardous emissions, such as asbestos, lead, and various volatile organic compounds (VOC’s).
